The Urantia Book (sometimes called the Urantia Papers or The Fifth Epochal Revelation) is a spiritual and philosophical book that originated in Chicago sometime between 1924 and 1955. The authorship remains a matter of speculation. The authors introduce the word "Urantia" as the name of the planet Earth and state that their intent is to "present enlarged concepts and advanced truth." The book aims to unite religion, science and philosophy, and its enormous amount of material about science is unique among literature claimed to be presented by higher intelligences. Among other topics, the book discusses the origin and meaning of life, humankind's place in the universe, the purpose of evil and suffering, the relationship between God and people, and the life of Jesus. The Urantia Foundation, a U.S.-based non-profit group, first published The Urantia Book in 1955. In 2001, a jury found that the English book's copyright was no longer valid after 1983. This paper explores the relationship between Information Warfare (IW) and Public Affairs (PA) and reveals a direct link through the role of propaganda in each. A historical analysis of propaganda in past wars yields lessons which can be applied to formulating PA policy on IW today. In light of the evidence, three possible options emerge regarding the possible IW roles PA might adopt. Option One—a “Hands Off” policy—seeks to avoid any association with IW and represents the current PA approach. Option Two upholds the primacy of truth but acknowledges PA must take an active role in IW. Option Three suggests PA abandon its policy to tell the truth and actively en-gage in all IW activities, including disinformation. This paper finds Option Two as the logical role for PA in today’s environment and concludes with several recommendations to implement the policy....

This paper explores the utility of a debriefing method resulting in individual, unit, and organizational transcendence toward increased effectiveness in the Royal Norwegian Air Force (RNoAF). The conceptual framework is centered on the transformational and complexity theories of leadership science. The study offers for consideration a debriefing methodology termed “holistic” as a structure for achieving both individualistic and unit inner growth and efficiency. The problem examined is the lack of proper leadership tools in the RNoAF’s operational units to understand and cope with the effects of increased stress. Based on theory and examples from operational practice, holistic debriefing is presented as a possible means for leaders to increase mission effectiveness through improved stress coping mechanisms. Abstract In this paper, we use 4-cyclotomic cosets of modulo n and generator polynomials to describe quaternary simple-root cyclic codes of length n = 85. We discuss the conditions under which a quaternary cyclic codes contain its dual, and obtain some quantum error-correcting codes of length n = 85, three of these codes are better than previous known codes. Introduction Since the initial discovery of quantum error-correcting codes, researchers have made great progress in developing quantum error-correcting codes. Many code construction are given. Reference [1] gives a thorough discussion of the principles of quantum coding theory. Many good quantum error-correcting codes were constructed from BCH codes, Reed-Muller codes, Reed-Solomon codes and algebraic geometric codes, see [2-6].
