In the United Kingdom government, non-ministerial departments generally cover matters for which direct political oversight is judged unnecessary or inappropriate. They are headed by senior civil servants. Some fulfil a regulatory or inspection function, and their status is therefore intended to protect them from political interference. Some are headed by a permanent office holder, such as a Permanent Secretary or Second Permanent Secretary.[1]
The status of a non-ministerial government department (NMGD) varies considerably from one to another. For example:[2]
A list of NMGDs is maintained by the Cabinet Office and currently states that the following twenty-two are in existence:[3]
HM Treasury, Taxation in the United Kingdom, National Insurance, Departments of the United Kingdom Government, Department for Business, Innovation and Skills
Education in England, Michael Wilshaw, John Major, Departments of the United Kingdom Government, Department for Business, Innovation and Skills
