Information technology (IT) and its gadgets provide no allure. They are neither a marvel nor a toy but exist solely to help get something done. This impassive attitude allows me to avoid capability hype with what IT can do and ask “So, what does IT really do for me?” This attitude is partly due to my mechanical engineering background and to the practical systems engineering philosophies instilled in me by my father. I have successfully exploited IT capabilities to perform engine cold-start analyses, design coal crushers, train missile crews, simulate radar satellite constellations, track satellite parts and construction practices, and create intelligence fusion software. But with each success made possible through IT came scores of frustrations that sprang from IT solutions. While investigating these topics, my research centered on an interview with one of the former Soviet Union’s top missile engineers, the vice commander of Air Combat Command, discussions with the USAF Air Armament Center’s chief of advanced concepts, and on recently declassified CIA documents regarding the US reconnaissance program and National Intelligence Estimates. One of the United States’ greatest military advantages is rapid global mobility. The Civil Reserve Air Fleet (CRAF) provides a crucial supplement to the military’s mobility resources in time of war or national emergency. The proliferation of man-portable air defense systems (MANPADS), however, poses a growing threat to the CRAF and its critical airlift capacity. In this study, Lt Col Glen Downing describes the US government’s historical and potential future uses of the CRAF during contingency operations. He examines current CRAF policies, the operating environment, and the MANPAD threat, describing the negative consequences of the shoot down of a CRAF airliner. The purpose of this paper is to recommend that the United States government maintain the defense technological and industrial base (DTIB) by aggressively supporting the US defense industry in the arms transfer process.
