Constitution Act, 1867 requires the Governor-in-Council--Prime Minister-designate Trudeau once the 29th Canadian Ministry is sworn in and designated such by the Governor General of Canada--to appoint Senators to vacant Senate seats "promptly". Reference Re Senate Reform, handed down by the Supreme Court of Canada, sets forth the Constitutional requirements under the Constitution of Canada as to constitutional structural reform of the Senate of Canada.
