1. INTRODUCTION This report relates to the full range of psychoactive drugs, which includes psychotropic drugs (see Definitions). C ncern has been growing about the increasing and widespread use of psychotropic drugs.' This concern has arisen because the drugs are prescribed not only for mencal illnesses but also as a pharmacological response to personal and social problems, a practice chat has profound implications for doctors and for society as a whole. Furthermore, longe ex erience of psychotropic drugs has shown that they have 5 a greater liability to abuse and dependence than was initially believed. The use and abuse of psychotropic drugs should not, however, be seen in isolation. Hypnotics, anxiolytics, narcotic analgesics, and anti-deptessancs are part of the whole spectrum of psychoactive drugs which are liable to being abused. At one extreme are substances which are prepared and used illicitly, and at the other are licit drugs which may be available with or without prescription and are used for medicinal and recreational purposes.
