The objective is to significantly improve the living conditions in very poor communities in two of Paraguay's poorest municipalities (Carepegua and Nemby) by increasing their capacity to engage in their own social and economic development through intensive training, community organization and capacity building. The specific objectives are to: (a) empower the poor communities through a bottom-up, demand-driven strategy with support of the education community; (b) promote community-driven institutional building; (c) foster community involvement in the selection, implementation and monitoring of activities and (d) create a sustainable and replicable model of local development.
