Excerpt: Kazoora?s case study deals with Namanve Central Forest Reserve on the outskirts of Kampala, Uganda. In the mid-1990s, the Ugandan Government made the land available for industrial development. Conflict arose over the issue of compensating farmers (largely retired civil servants) who had planted trees in the reserve as part of a peri-urban plantation project. The farmers organized themselves into an association to pursue their grievance through administrative, political and legal remedies. The study illustrates the importance of formal legal mechanisms in natural resource conflict resolution, including in the process of determining resource valuation for purposes of compensation.
