This study seeks to answer the question, “If a joint force air commander finds it useful or necessary to operate at the theater level and one level below with mission-type orders or requests, what are the preconditions that must exist in order to make such a partially decentralized command system work?” To answer this question, the study examines theoretical perspectives on command and control,including those of Napoléon, the Germans, the Israelis, and former fighter pilot John R. Boyd. Having flown in a single-seat cockpit more than 14 hours deploying to Southwest Asia, I am familiar with the negative effects of long duration flights as well as the impact transmeridian sorties have on an aircrew’s circadian rhythm. Any attempt to make that experience less painful for the aviators climbing into their jets during future deployments deserves pursuit and further investigation. Unfortunately, a great deal of the information available for the operational aircrews is either underemphasized at best or totally ignored by the personnel that the data is intended to support, the aviators. Typically, fatigue and circadian rhythm disruption are assumed as “necessary evils” that aviators have no choice but to accept. Yet fatigue can be a significant factor in terms of performance degradation and must no longer be overlooked. I have amassed the most current research regarding fatigue and its associated countermeasures, and I strongly recommend both commanders and aircrews apply the information presented in this research paper if they are to continue to safely meet the challenges of an Expeditionary Aerospace Force....

This study analyzes current theater airlift organization and control principles for supporting a large contingency or conventional war. It segregates theater airlift management issues into three organizing categories: 1) organizational relationships and responsibilities, 2) theater command and control networks and supporting personnel, and 3) theater airlift management procedures. The study analyzes historical evidence from the Vietnam and Gulf Wars to derive theater airlift management lessons. By comparing this evidence to current policy trends it attempts to determine how well current doctrine reflects past lessons. Recent airpower operations revealed a deficiency in the United States Air Force’s (USAF) ability to precisely attack mobile targets at standoff ranges with minimal collateral damage. Future airpower operations will be executed in politically sensitive strategic environments and thus will require the ability to precisely destroy mobile targets that may have been strategically placed by an adversary in areas with a high risk of collateral damage. Current air-to-ground guided weapon systems, including man-in-the-loop guidance weapon systems, have limited “collateral reduction” capabilities; and future autonomous precision standoff weapon systems may increase the risk and uncertainty associated with collateral damage due to technology limitations. Within the last decade, the U.S. Census Bureau has continued to take great strides to ensure adequate representation of Native Hawaiian issues among their various data products. For the first time in history, individuals could select more than one race for Census 2000. This meant more accurate counts for Native Hawaiians, who could now be separated from the category, “Native Hawaiian and Other Pacific Islander” (NHOPI) by being counted as Native Hawaiian alone or in combination with other races. According to the U.S. Census 2000 data, there are approximately 401,162 Native Hawaiians in Hawaii and on the continent. In the State of Hawaii alone, there are over 239,655 Native Hawaiians, representing 60% of the total population of Native Hawaiians in the United States. Population forecasts suggest that while the Native Hawaiian population continues to steadily increase, the population of Native Hawaiians in Hawaii is slowly decreasing due to the increasing cost of living and limited economic opportunities. Apparently, there’s been an underground, cold war going on, not noticed much by humans, between “good” vampires—those who have altered their biological needs and can use synthetic blood—and “bad” vampires—Rogues who actively enjoy hunting, draining and butchering humans. Now Sheriff Hudson and his friends are in the middle of the war, which has gone above-ground and hot. The chase to catch and stop—kill if necessary—the Rogues consumes Hudson and his crew, as they struggle for their lives on the platform. The good vampires help as they can, but Hudson’s not sure he trusts them completely either. The war spills over, involving Earth and the Navy Space Force, as the hordes of Rogues and their Servants come forth openly, killing hundreds of humans as they try to obtain the materials they need. The basic premise underlying our methodology is that a primary bone tumour, if it is indeed Ewing’s osteosarcoma, cannot increase in volume beyond some critical limit without showing metastasis. We propose a statistical method to extrapolate such critical limit to primary tumour volume.
